I am more than willing to provide you with documentations and various facts supporting all the above, and assist you with putting things in order.
Beware of this office and some of its particular employees! They are scammers and will try to ripe you off! Don't get me wrong as I am a frequent, long term Hertz Gold customer, mostly very happy with Hertz services, but this particular office is running some shady insurance businesses (aka frauds), especially on American tourists.

The Hertz office at Tegel Airport ripped me off because I returned the car two hours early. That's correct TWO HOURS EARLY! No damage and the gas was full, but when I received the emailed invoice they had added €153 to the €62 I had agreed to pay. They argued that by returning the car early the tariff I had booked was no longer valid. Unbelievable but true. Despite 3 emails they are insisting that the charge stands. So be warned. Request and check your bill before heading for your plane.

Upon finding this "surprise" in final charges email from Hertz, I started the insurance claim immediately next business day and disputed this amount as it was charged without my authorization. My insurance company was proactively trying to resolve insurance event/claim, while crediting this "extra" charges back to my account, but this particular office won't usually respond, won't provide requested documents, even after several escalations (this has taken over 6 moths already and has not been resolved to this day), later they won't cash check(s) sent to them once claim is processed, while at the same time they enforce debt collection from the renter (you, me) via various Hertz debt collections affiliates, both in Europe and in USA.
Then, once they draw attention to this, something-somewhere, they let you leave, saying this will be managed later on during regular damage revival process etc. I believe they assume you simply need to return car and go for airport to jump on your plane and won't pay my attention later on to extra charges.
And even though I'm always insured, and they -Hertz- were aware of it and shouldn't charge my credit card without authorization at all, the did it anyway.
When my flight was delayed, I called the location and had everything updated without a problem (almost no waiting time on the phone for them to pick up), and no issues communicating in English (which I didn't there would be, but some places have so-so English). When I picked up my car, everything was ready. Though it had some dents and scratches, it was clean and exactly what I was expecting. I had selected the 'intermediate car' and received a Ford Mondeo (Fusion); so I was very satisfied. Sometimes you go 'intermediate' and a place might try to give you the Ford Fiesta, lol, but not this place. Upon returning the vehicle, I had to do it after-hours and so I called the location again and they were very helpful in letting me know where to drop it off, etc. Again, almost no waiting time for a person to pick up the call, and provided me the info I needed regarding the car instantly.

It usually goes like this: Upon returning a vehicle they will find what ever they can, whatever, like in my case case tiny little "dent" in the size of dime on rear right bumper, which was hardly visible, not even affecting paint, basically barely noticeable, and which was very likely already there before my rental. Btw I checked the car, as I always do, but I wouldn't notice this "damage" even if I knew what I am looking for.
So they will start their damage claim process once you leave, usually the very same day, while immediately charging your credit card for approx 1000 EUR or even more. I've seen similar comments on various travelers portals. Quite a few ppl were ripped exactly same way already with damage charges always around 1000 EUR.
But I sincerely hope for the sake of your customers and your own reputation, you have remediated situation on your own already.
I think it is just a handful of employees involved in this scam. Someone takes over a car from you upon returning, with some other "affiliates" involved in this scam later on during the process.
